Creation of Postal Civil Division at Vijayawada

On 11.10.2016, General Secretary of this Union alonwith Vice President Shri A Chandra Sekhar attended the Inaugural  Function of Postal Circle at Vijayawada.  On the eve, on behalf of our Union a memorandum has been submitted to Shri M. Venkaiah Naidu, Hon'ble Minister of Urban Development and Shri Manoj Sinha,  Hon'ble Minister of Communication for State (Independent Charge) for creation of new civil division at Vijayawada.  Results are fruitful.

Meeting with Secretary (Posts) at Hyderabad

On 16.09.2016 General Secretary, BPCWNGEU alongwith other Union Members met Hon'ble Secretary, Department of Posts and submitted memorandum for creation of New Civil Division at Vijayawada and New Electrical Division at Vijayawada and also intervention in immediate implementation of Cadre Restructuring Committee recommendations.  Shri BV Sudhakar Sir responded well and assured to look into the matter. NOTICE ON DEFERMENT OF STRIKE

"आवश्यक  सूचना "
बन्धुओ, आशा है कि आप सभी को बी.पी.ई.एफ. का निर्णय जो कि देर शाम 5 बजे हो पाया, मिल गया होगा l 
मित्रों, हमने आपकी मांगों के समर्थन में 13-7-2016 को माननीय संचार मंत्री जी श्रीमान मनोज सिन्हा जी से वार्ता की तत्पश्चात माननीय सचिव -डाक विभाग से वार्ता हुई l दिनांक  14-7-2016 को जबतक हमें लिखित आश्वाशन नहीं मिला, हमने हड्ताल वापस नहीं ली l इस बीच में निदेशालय से  बी.पी.ई.एफ. की  हड्ताल होने की सूचना भी पूरे देश में भेज दी गई l माननीय सचिव -डाक विभाग से हुई  वार्ता के तत्पश्चात  लगभग 5 बजे हमें लिखित आश्वाशन मिला तब हमने  हड्ताल स्थगित    की किन्तु हमने   निदेशालय  को बता दिया है कि यदि समय से हमारी माँगे पूरी न हुई तो हम 29 अगस्त को पूरे देश के कर्मचारियों के साथ तथा सरकारी कर्मचारी राष्ट्रीय परिसंघ से जुड़े सभी केंद्र व् राज्य सरकारों के संघठन के साथ वित्तमंत्री के आवास पर प्रदर्शन करेंगे l 
मित्रों , हम अन्य संघठनो की तरह नहीं है जो बिना शर्त  हड्ताल वापस लेकर आम कर्मचारयों में झूठा भ्रम फैला  रहे है l मित्रों , अन्य  संघठनो के बिना शर्त किये गये समझौते से ट्रेड यूनियन का स्तर काफी गिरा है l  बी.पी.ई.एफ. के सभी कार्यकर्ताओ से अपील है कि इसका अधिक से अधिक प्रचार प्रसार करे एवं दूसरे  संघठनो के कृत्यों की जमकर निंदा करे l

IN LIGHT OF ABOVE THE CORE COMMITTEE OF BPEF SAT IN T-21, ATUL GORVE ROAD NEW DELHI AND DECIDED TO DEFFER THE STRIKE.

TODAY 8-6-2016 I MET WITH MEMBER (P) AND CONGRATULATED THE POSTAL BOARD FOR HIS POSITIVE APPROACH TO FINALIZE CADRE RESTRUCTURING OF POSTAL WING.  
HE ASSURED THAT RESTRUCTURING OF OTHER WING I.E. RMS, SBCO, ADMINISTRATIVE WING , POSTAL ACCOUNTS & CIVIL WING WILL BE DONE AS PER THE PROPOSAL PENDING.

Meeting with MOS Dr. Jitendra Singh by BMS leaders

7th Pay Commission issues discussed by BMS with Minister
A delegation of Labour Union leaders representing Bharatiya Mazdoor Sangh (BMS) led by Pawan Kumar today held a meeting with Union Minister of State (Independent Charge) for Development of North Eastern Region (DoNER), MoS PMO, Personnel, Public Grievances, Pensions, Atomic Energy and Space, Dr Jitendra Singh and sought his intervention for redressal of their issues, mainly pertaining to grant of one-time relaxation from ceiling of 5% for compassionate appointments in Ministry of Defence and the 7th Central Pay Commission (CPC).
They also thanked the Government for having brought in a legislation in response to their demand for fixing the minimum wage for Government employees.
The BMS leaders pointed out to the ceiling of 5% on compassionate ground vacancies imposed over Central Government employees and requested that this be removed in order to make it possible to accommodate more candidates. They submitted that Department of Personnel & Training (DoPT) is the competent authority to grant relaxation of the ceiling over vacancies falling under direct recruitment quota in Group-C posts and requested the Minister to kindly take a sympathetic view.
The demand to rationalize the pay structure through 7th Central Pay Commission was also taken up by the BMS representatives. They stated that the allowances were allowed by department as per their operational and administrative needs, but alleged that the 7th CPC on its own initiative had declared them as “outlived their utility” and recommended for their discontinuance. They also complained that the concept of grade pay and pay band has been done away, which should be reconsidered.
Among the other points raised by the BMS delegation were modification of the minimum pay and cognizance of “Senior Citizen and Parents Maintenance Act”, which provides liability of mother and father who are employed sons / daughters.
On behalf of the Government Employees National Federation, an affiliate of BMS, the delegation also sought attention to the fact that the employees are getting only 3% incremental benefit which, they demanded, to be increased to 5%.
Dr Jitendra Singh gave the delegation a patient hearing and said their observations and inputs will be put up at the appropriate level.

Dear Brothers/ Sisters,

            Kindly go through the Circular issued on 30-12-2015 also. All the information are similar except the change of venue of 11th Federal Council from Tirupati to Hyderabad on same dates. Some important information is reiterated. 
           
 Federal Executive meeting on 25th   & 26th   December, 2015, was held in New Delhi. Under Presidentship Shri Manmohan Sharma, President, BPEF. All the General Secretaries were advised to get all Circle Conference updated without fail. The Secretary General has reported all the events, the "PRAVASH" and the conferences attended by him during the period up to December 2015.

The Secretary General BPEF has attended National Executive Meeting of BMS on 5th to 7thFebruary, 2016. The BMS has directed BPEF to convene 4 day meeting of state and Federation office Secretaries   along with meeting of Members of Tripartite committee negotiating with Govt. of India in the month of July 2016.  
           
The All India Conferences of BPEA Postman & MTS, Administrative union , GDS Union & BP Civil wing will also  be convened at Hyderabad  along with Federal Council .

A Dharna notice for 4th April 2016  was served by BPEA Gr. ‘C’  General Secy. Shri M.S. Chandel.  The Federation has decided to give full support to the Dharana programme.

            During previous meeting the introduction of core groups culture  in the unions and Federation has been agreed. For the All India Unions President, Secretary, Org. Secretary, Secretary General & Treasurer will form the core group. Similarly for Circle unions President, Secretary, Treasurer, AGS of All India Union and convener of BPEF will form the core group.

 At the Federation level President/ Working President, Secretary General, Treasurer, Org. Secretary, and Prabhari industrial unit of BMS will form the Core group. This core group must report to the Higher level for the activities about the Organizational and Agitational programmers. In the case of laxity from the part of All India Unions, Circle Unions and  Divisional Unions the action will be taken by the core groups accordingly.

It is to be taken in mind that as per the constitution of unions the General Secretary of the unions is the Administrative Head of that union. Similarly Secretary General is the administrative Head for all the matter of affiliated unions. Similarly every union are advised to give full charge to the AGS of the union of the adjoining Circles to Circle in which he resides,

Now April 2016 is coming but no “PRAVASH “ from General Secretaries with regard to increase in membership have been reported to Federations . This laxity is going to harm to status of unions as well as Federation.

As we are aware that B.M.S. has given call to collect one day salary from each members of Unions and submit it through state B.M.S. All information is this regard has been provides to each General Secretary by Circular, S.M.S. & reminder forget it conveyed to lowest level. Only G.D.S. General Secretary Shri Sugandhi Kr. Mishra has issued the Circular and sent it to BPEF No other General Secretary has done it. This laxity to also harming the call of mother organization. 

A.P. Circle under leader ship of Shri Md. Zafrullah Khan has consented to hold 11th Federal council and the Conferences of Unions  in Hyderabad. It was decided to be held from   21st & 22nd May 2016. The proposed place of Federal Council is TULJA BHAWAN near Kanchiguda Railway Station Hyderabad. It was decided that :
1.    Delegation Fees charged will be Rs. 1000/- (One Thousand).
2.    The Circle Secretary of every union will collect the Delegation Fee from the delegates and remit to the Federation Account No.30031230071 SBI Janpath Branch.
3.    It has been agreed that every union must bring more than 15 delegate from each union of the Circle.
4.    It is necessary for All Delegates to attend all five sessions of Federal council. Three session will be held on First day and two on second day.
5.    All office bearers of Federation and General Secretaries of Union are to positively reach on 20th May Morning to decide further programme. 
6.     If anyone wants to adopt Resolution at Federal Council he must send a copy of that to Federation 15 days before so that it can be included. Every Resolution must be sent after having working committee meeting. The Federation will load its Resolution in its  Website: www.bpefsg.blogspot.in one month before the Federal Council for your comments.
7.    The Federation is going to publish a Special issue of Postal Mahasangh..  You can give advertisement/ Articles to be included in it.
8.    There will be Four session on 21st May. The Inaugural Session, Release of Special Issue, Secretary General/ General Secretary Report, Treasurer reports. Resolutions and C.W.C. of Federation and Unions to think about next office bearers. There will be two session on 22nd May. Open session and Election of office bearers.

          Make every effort and follow every instruction to get 11th Federal Council a great success extent.

Swatch Bharat Abhiyaan in Postal Civil Division, Hyderabad

Bharatiya Postal Civil Wing Non Gazetted Employees Union, Mumbai Circle, Hyderabad Divsional Branch has conducted Swatch Bharat Abhiyan on 20.03.2016 with great spirit and unity under the leadership of Shri V. Krishnarao, Divisional Secretary.  The motivated members with more enthusiasm and responsibility participated in the programme and made it grand success.  By this event, the Divisional Branch stood exemplary to all other units.  Cheer all the members.
